Discover mobile number from GST number lists becomes a real challenge when a business expands into a state where it has no customers, no distributors and no local knowledge. A manufacturer from Gujarat opening sales in Odisha, a distributor from Tamil Nadu moving into Karnataka, or a software firm launching in the north-east may have a list of GSTINs for target businesses in the new region, but no relationships and no reliable mobiles. The usual sources that work in a home market, such as old ledgers and personal networks, simply do not exist yet.
This guide is about building contact reach in a new territory. It shows how to use the state code and address details in GST records to plan the territory, how to cluster businesses so field and phone effort is efficient, and which local channels help discover owners’ mobiles in a way that builds trust instead of resistance.
In a home market, contacts accumulate naturally over years: customers refer other customers, salespeople know every market, and old invoices hold numbers. In a new territory none of that exists. Business owners there have never heard of you, may speak a different language, and are cautious about unknown callers from another state. A list of mobiles bought without context often produces a low response, because the first call lands as a stranger’s pitch.
The aim is therefore not only to discover numbers but to arrive in a way that makes owners willing to talk.

Every GSTIN begins with a two-digit state code. Filtering a list of GSTINs by state code gives you every target registration in the new state in seconds. Remember that a business with branches may hold registrations in several states; for a territory launch, include only the registrations whose places of business are in the target state.
Within the state, the address in each GST record carries a district and a pincode. Those are your planning units.
Sort the target registrations by pincode and count them. Most states have a few dense commercial clusters, such as wholesale markets, industrial estates and trading towns, plus a long tail of scattered businesses. Clusters deserve field visits and local partners; the scattered tail is better served by phone once a few relationships exist in the region.
Look also at the business activities in each record. A pincode full of wholesalers suggests a market area; one full of manufacturers suggests an industrial estate. Each calls for a different approach and different local contacts.

In a new territory, the people who already know the businesses are the best route to their owners. Trade and market associations keep member lists and often publish contact directories for their members. Local transporters and logistics agents serve every trader in a market and know who handles orders. Existing distributors of related but non-competing products have customer relationships across the region. Industry chambers host events where owners meet suppliers.
Approaching these intermediaries openly, explaining what you offer and asking for introductions, usually produces both mobiles and goodwill. An owner who hears about you from their association or their transporter answers the phone.

For the densest clusters, nothing replaces a visit. A representative walking a market or an industrial estate with a list of registrations, addresses and trade names can meet owners in person, leave material, and collect mobiles directly with permission. The GST addresses make route planning straightforward, and the trade names help the representative recognise each shop or unit.
Record every number collected with the date and the person’s consent to be contacted. Those numbers are of far higher quality than any list, because they come with a face-to-face introduction.
Calls and visits in a new state go much better in the local language. Even a few words, or a colleague who speaks the language fluently, change the tone of a first contact. Respect local business hours and market days; many wholesale markets have weekly closing days, and calling a trader at the busiest hour of a market day wins nobody’s attention.

Purchased contact data has a place in territory expansion, mostly for the scattered tail and for confirming numbers collected elsewhere. Use it after the first clusters are established, so that callers can mention local customers or associations by name. Ask for match levels and dates, and test a sample before relying on the whole set.
Track how many target registrations you have reached in each cluster, how many owners you have met or spoken to, and how many relationships have turned into orders. Clusters where intermediaries opened doors should outperform those approached cold, and the numbers will show where to invest next.

Filter GSTINs by the state code, cluster them by pincode, engage local intermediaries for introductions and visit the densest clusters to meet owners.
The first two digits of a GSTIN identify the state of registration, so you can isolate every target in the new territory instantly.
Cold calls from an unknown out-of-state business get poor responses. Introductions through local channels first make later calls far more effective.
Trade and market associations, transporters and logistics agents, non-competing distributors and chambers of commerce.
Record them with the date and the person’s consent. They are higher quality than purchased data and should be marked as such.
